So, is it LEGAL in Venezuela to kill someone because he is a SUSPECT?

a suspect was killed what made him a suspect and what happened to the other five men that were captured? are they still alive or are they being tortured till they say that they are paramilitary? and if they were terrorist would they not have defended them self's they must have been armed or were they just walking minding there own business and these soldiers decided that they could have some shooting practice, these Venezuelan soldiers should be interrogated and made accountable for there actions.
