I am of the opinion that governmental corruption may well be the most important consideration in how well nations progress. If you do a Goggle search for Transparency International, you will find a not for profit company that has business people rate countries on how corrupt they seem to be. Just run up the list for any year and it is immediately apparent that the most corrupt countries are also the least successful.

I agree. And most of the corruption is found in the government personnel as you say, in Bolivia as well. Including our present government under Evo Morales, which easily qualifies as the most corrupt government Bolivia has ever had in its 180 something year history. If you quantify it by financial losses to the people ($$$ lost as a direct result of corruption by government personnel). And that's just the one's who've been caught!
