Delays hamper constitutional process, says Dutch ministry

The process to build countries St. Maarten and Curacao has suffered delay and probably will not be concluded in 2010, and neither will the dismantling of the country the Netherlands Antilles, according to the Dutch Ministry of Home Affairs and Kingdom Relations BZK.
