US turns over Mexican man accused in 1998 massacre
A Mexican national wanted in connection with the 1998 drug-related massacre of 19 people in the Baja California resort town of Ensenada has been captured and turned over to Mexican authorities, U.S. immigration officials said Sunday.
Officers confronted Jesus Ruben Moncada, 33, at his Los Angeles home Thursday night as he took out the garbage.
Moncada, who did not resist arrest, was taken into custody on administrative immigration violations and was returned under heavy security Friday to Mexico where he faces first degree murder, attempted murder and kidnapping charges.

Mexicans deported from US face shattered lives
The towering black gate opens silently to an alley with walls of corrugated metal. Scrawled in large white letters on one wall is: 'The End.'
For those deported from the United States, the words are an unnecessary reminder. Nearly every hour of the day, guards unlock this gate that leads back into Mexico, clicking open the padlocks hung on each side, in each nation.
Every time the gate slams shut, it wipes out a dream, divides a family, ends a life lived in the shadows of the law.
On average, 700 Mexicans expelled from the United States walk through this gate daily, according to Mexican government figures. They include farmers, construction workers, prisoners, nannies, children, entire families.

MEXICO CITY (Reuters) - A fight over abortion between Mexico's federal government and the capital's leftist lawmakers goes to the Supreme Court next week, with the attorney general urging judges to reinstate a ban on women terminating pregnancies on demand.
The Catholic Church, a powerful force in the world's second-biggest Catholic country, backs the federal government's call to overturn a 2007 law allowing abortions in Mexico City.
But the capital's administration, headed by Mayor Marcelo Ebrard, says women have a right to safe abortions rather than risking their lives in unhygienic back-street clinics.

Tropical Storm Julio approaches Mexican coast
Tropical Storm Julio formed off Mexico's Pacific coast on Saturday and was headed toward the Baja California Peninsula.
The storm was forecast to brush the west coast of the peninsula near Cabo San Lazaro on Monday morning, and make landfall Tuesday further north near Punto Abreojos.
Forecasters said Julio was not expected to become a hurricane. The storm packed maximum sustained winds of 40 mph (64 kph) and was centered on Saturday about 250 miles (405 kilometers) south-southeast of the tip of the Baja Peninsula, according to the National Hurricane Center in Miami.

Mexican police raid casino, grab suspected hit man
Mexican police have captured a suspected drug cartel hit man in a crowded Tijuana casino after a chase through the city streets.
Mexico's federal Public Security Department says agents arrested a man believed to be Ruben Rios Estrada at the Caliente racetrack casino in Tijuana. It says Rios is a key gunman for the Arellano-Felix cocaine cartel. Another suspected gang member also was arrested.
Mexican media report that casino officials complained that the raid endangered some 1,300 customers, who were ordered to the floor.

After kidnappers in police uniforms set up a fake checkpoint to snatch 14-year-old Fernando Marti off a Mexico City street, his businessman father paid hundreds of thousands of dollars in ransom, and waited for his son's safe return.
Instead, the boy and his driver turned up dead, their bodies found in car trunks. Days later, prosecutors alleged that a police detective was a key participant in the kidnapping plot.
Suspicions of police involvement in such kidnap-killings have moved a nation where many had grown numb to kidnappings and the drug cartels' beheadings and midday shootouts. Mass street protests are planned in several cities. Some lawmakers are even changing their minds about opposition to capital punishment, saying police who kidnap and kill should be put to death.

Dozens rescued from flooded homes in south Texas
Emergency workers rescued dozens of trapped residents Monday after torrential rains deluged more than 400 homes in southern Texas and forced the temporary closure of the main road through the Rio Grande Valley.
Officials used any available boat to pluck about 60 people from their flooded homes after more than 13 inches of rain fell on parts of Starr County.
The Department of Public Safety had recommended that U.S. Highway 83 be closed near Rosita, about midway between Roma and Rio Grande City, because a creek was more than a foot above the guardrails, said Starr County Judge Eloy Vera. Not even emergency vehicles were permitted to pass.

MEXICO CITY (Reuters) - Mexican President Felipe Calderon, dogged by a rising wave of violence, urged Congress on Thursday to pass a bill that would sentence kidnappers to life imprisonment without parole.
Calderon's appeal came days after the body of the 14-year-old son of a sports retail tycoon was found in the trunk of a car in Mexico City. The teenager was kidnapped more than a month ago and killed despite his family paying a ransom.
