Attacks on foreign black students have been reported on Russian TV. There have been death of people of dark skin (Black Africans but also Indians) killed by skinheads in Moscow.
I saw huge placards with their photos in the Metro and my friends translated and explained to me what they meant. I believe that several skinhead gang leaders have been jailed for life over these attacks.
If I am correct, there is a University called Patrice Lumumba in Moscow for African students, and the skinheads hang around and attack them when they step outside. My friends told me that these gangs only target people of dark skin.
It may be a problem in Moscow only, and in fact you rarely see blacks in Russia, you are correct on that. But even black American tourists are warned about that apparently.
That doesn't reflect the attitude of every Russian, of course, but this problem exists.
