Perhaps volunteer groups could be organized for the unemployed to keep them busy doing things constructive so they don't get upset over nothing.
Their work could be used to beautify France even more, or many other positive and benificial to all citizens of France. Maybe paying food and transportation to benificial projects? Building or repairing homes for less fortunate, many things can be done that would improve their self-esteem while helping France.
