Election call could be illegal: experts as We also Called &sent emails to the Queen's Representative

Duff Conacher, head of the citizen advocacy group Democracy Watch, said Harper "has absolutely no evidence" to present to Jean that an election is necessary.

The Conservatives have not lost a confidence vote.

"She should say, 'demonstrate that the House of Commons doesn't have confidence in the Conservative govern- ment,' " Conacher said.
