Alexis Blaylock, a spokeswoman for California's Commission on Peace Officer Standards and Training - the agency that creates training for local and state law enforcement agencies - said the agency decided to develop the course following stories of dogs losing their lives in police encounters, and a subsequent push from state legislators to mandate training.
