Pembina Pipeline Corp. hopes to bring propane tapped via fracking in Alberta, Canada, by rail to North Portland, then ship it to customers in Asia. The Planning and Sustainability Commission added a requirement that Pembina pay to offset some of the carbon emissions stemming from combustion of the propane once it's used in Asia.
