Technically, the penalty was on wide receiver C.J. Prosise , who was called for offensive pass interference for inhibiting Florida State safety Jalen Ramsey as Notre Dame wide receiver Corey Robinson caught a 2-yard, fourth-down pass with 13 seconds left, apparently giving the Irish a 33-31 lead.
