    Critics of legislation that would dramatically alter the way the state distributes sales tax say that it would be robbing the rich in favor of the poor, but isn't that the foundation for this nation's tax code? The legislation, which was proposed by Senate Majority Leader Harry Brown, a Republican from Onslow County, would mean sales tax is returned to counties based on their populations, and that 75 percent of that revenue would no longer be returned to where it was generated. So when a Bladen County resident decides to shop at a store in Robeson County or mall Cumberland County, the sales tax that person pays would no longer be earmarked for that county, and in theory a portion of it would return to Bladen County.
