The initial investigation indicates that Randall Powers, 34 years old of Sitka, Kentucky, was driving on KY Route 3 in the Van Lear community, when an oncoming vehicle traveling south crossed the level median into the opposite lane, striking the 2002 Ford Ranger operated by Powers.
