The county has exited bankruptcy; reduced car tag lines and downsized Cooper Green Mercy Hospital since Stephens was seated in 2010. "We must now focus on making life better for our citizens in ways such as improving our roads and initiating our economic development to bring more jobs to our area," Stephens said.

    Jury selection was halted Tuesday afternoon and the capital murder trial of Rashad Stoves reset for November after prosecutors and defense attorneys agreed more mental evaluations are needed on Stoves related to his competency to stand trial and mental state at the time of the 2012 shooting deaths of five men at a house in Ensley Highlands. Jefferson County Circuit Judge Stephen Wallace ordered the trial rescheduled to Nov. 17. The judge said that the trial was continued - with the mutual consent of both sides - out of fairness so that Stoves could be further evaluated for his competency to stand trial and to determine his mental state at the time of the shooting deaths.

Lowe, 25, under a plea agreement with the Jefferson County District Attorney's Office, was sentenced on Monday by Jefferson County Circuit Judge Teresa Pulliam to a split 20-year sentence with four and a half years to serve in prison followed by three years supervised probation.
