    Two Staten Island men are accused of stealing a federal government vehicle and torching it near the New Jersey Turnpike, according to a published report. Richard F. Boyce, 18, and Jonathan A. Moe, 23, swiped an Immigration and Customs Enforcement vehicle in New York, the Gloucester County Prosecutor's Office alleges, according to a report on NJ.com.
