    The Windham County State's Attorney's Office last week formed a program aimed at rehabilitating certain non-violent criminals, rather than placing them behind bars. The Community Rapid Assessments For Treatment Program was created in collaboration with the Vermont Department of Corrections, the Windham County Sheriff's Department, Health Care and Rehabilitation Services, Brattleboro Community Justice Project and Bellows Falls Community Justice, among others, and modeled after a similar program in Chittenden County.
