The Children's Advocacy Center of North Carolina will make the State Child Fatality Review report issued last week by the N.C. Division of Social Services "a cornerstone of our message" to state legislators in hopes that the report's recommendations can turn into concrete reform, said Deana Joy, the group's executive director.
