    A Marcellus driver distracted by his cell phone crashed into a golf cart stalled on the road Wednesday night, seriously injuring a bystander at the scene, authorities said. Shortly before 10 p.m. May 13, Andrew Fair, 20, was traveling north on Penn Road when his car struck a golf cart and a vehicle that were both stopped in the roadway just north of Dutch Settlement Street, according to a news release from the Cass County Sheriff's Office.
