    Albany County Executive Dan McCoy is questioning the delays in reporting two incidents this week involving propane, one Monday night at a Global Partners terminal adjacent to the I-90/I-787 interchange north of downtown Albany, which was originally reported by Scott Waldman of Capital New York, and the other a derailment of at least 18 freight cars Wednesday night at CSX's Selkirk yard. McCoy told Time Warner Cable News that CSX failed to report the derailment, involving at least one propane tanker car, within the 30-minute window the county requires.
