    Alameda County's Healthy Homes Department received a $3.4 million HUD grant to continue a lead abatement program for low income renters and homeowners in the county. Eighty percent of homes in Alameda County and 90 percent in Oakland were built before 1978 when lead was banned from paint, so the risk of lead poisoning to young children in homes with peeling paint is high, said Julie Twichell, spokeswoman for the department.
