    The Rural Domestic Preparedness Consortium will present a free certified course from the Department of Homeland Security titled "AWR 147 Rail Car Incident Response" 8 a.m. to 5 p.m. Oct. 9 at Barrow County Emergency Services Training Room located at 222 Pleasant Hill Church Road in Winder. The eight-hour course will introduce the rural responder community to basic rail car design and construction features as well as damage assessment strategies to help interpret damage to the rail cars in a hazmat incident.

A search warrant for the home was obtained after sheriff's investigators were notified by a law enforcement agency outside the state of a suspicious package being shipped from Mexico to Winder, authorities said.
