A resident of Stratford Parkway, Winder, reported she placed a letter with her Jackson EMC power bill payment in the mailbox on Nov. 13, but that the carrier went to her home inquiring about mail because the flag was up and nothing was inside, according to the report.

The 19-year-old man told a deputy that on Nov. 12 he was putting air into a tire at the Shell station on Epps Bridge Parkway and placed his iPhone on top of the car, then forgot it and drove off.
