    WILLINGBORO - An appellate court has ruled that a Willingboro private school where police shot and wounded a student after the then-15-year-old lunged at officers with scissors was not negligent in its handling of the teen before the shooting. The parents of the teen filed suit against Garfield Park Academy, a nonprofit school for children with emotional or behavioral disorders, after the teen was shot in the chest and abdomen in a school parking lot on June 7, 2007, according to authorities.
