    TBI agents started an investigation involving Roger Dale Garrison, 56, in June after 18th Judicial District Attorney General Ray Whitley made the request. Agents learned between October 2009 and December 2010, Garrison moved a certificate of deposit valued at about $140,000 to a Westmoreland bank account in his name and wrote himself checks from a bank account belonging to his stepfather, Talmadge Owen, for more than a year after his stepfather's death.

    Residents will be asked to vote on a $12.8 million referendum in December that will enable the school district to build an addition at Westmoreland Elementary School and replace the roofs at several schools. The Fair Lawn Board of Education voted on Oct. 16 on a resolution for a ballot question to be posed to residents in a special election on Dec. 9. "This is what is in the voting booth," said Lisa Gorab, the district's bond attorney, about the explanatory statement and proposal that will be on the ballot.
