About 2 a.m. Tuesday, the CHP received a call about a pedestrian on Highway 198 near Shirk Drive in Visalia.

    A Visalia man was arrested Friday after police allegedly found more than one-quarter ounce of heroin packaged for sale in his home, the Police Department said. Juan Luis Ramos Pena, 32, was arrested on suspicion of selling narcotics within 1,000 feet of Divisadero Middle School and possession of heroin for sale.
