    UTICA, NY The New York Civil Liberties Union and Legal Services of Central New York are suing public schools in Utica for excluding refugee youth and segregating them to alternative programs, according to a federal class action lawsuit. The students state that they were excluded from public high school even though New York law guarantees public education to youth younger than 21. "Young people are coming to Utica after fleeing violence and persecution only to be shut out by the city's only public high school," said NYCLU Executive Director Donna Lieberman.
