CHARLES – The St. Charles Liquor Commission in January will continue discussions about increasing regulations for businesses that allow customers to bring their own beer or alcohol through their doors, St. Charles Police Chief James Keegan wrote Tuesday in an email. Keegan first presented the proposed regulations for businesses that offer BYOB – bring your own beer – to the Liquor Commission on Dec. 15. The proposed rules include two new annual liquor licenses – a $100 license for BYOB establishments that only allow beer and wine only, and a $250 license for establishments that would allow spirits in addition to beer and wine.

    St. Charles police took Alexander G. Niemann into custody after receiving a report of a suspicious person in the area of Blackhawk Trail at about 1:30 p.m. on Dec. 10. A resident said he approached Niemann, who he believed was stealing packages from doorsteps, around that time. Neimann fled the scene in a black-colored Jeep, striking a mailbox and post and "brushing" the resident with his vehicle, according to a St. Charles Police Department press release.
