Luis Jara, 27, of Bloomfield, was arrested on April 18, after police found he had an outstanding warrant out of Fort Lee.

Barone fit the description, so he conducted the motor vehicle stop.

Phillips was born on Oct. 22, 1921, and has lived in Fanwood his entire life. He served overseas in Europe as a quartermaster and 2nd class petty officer in the U.S. Navy during World War II.
