Anna Eshoo, D-Palo Alto, on Thursday introduced legislation in Congress to designate it as a national monument. Eshoo's bill, if approved, would draw widespread attention and lock in place permanent federal protections for Coast Dairies, an expanse of beaches, rolling pastures and redwood groves that stretches for about six miles along Highway 1 from north of Wilder Ranch State Park past the tiny town of Davenport.
