Superior Court Judge Robert Mega said Garrett used his position his elected position to his advantage following the Dec. 25, 2010 accident , in which the then-mayor left a bar, drove away in his mother's 2001 Lincoln Towncar, and crashed into a parked vehicle while other people were just a few feet away.
