After receiving information from the Rogersville Police Department, TBI agents began investigating Ronald James on Feb. 5. During the course of the investigation, agents developed information that in November and December 2013, James prescribed Hydrocodone for a TennCare recipient who was not his patient.

Randall Vaughn, 42, and Mary Vaughn, 59, pleaded guilty to second-degree murder and aggravated child neglect and were sentenced on Monday in Rogersville, Tennessee, District Attorney General Dan Armstrong said on Tuesday.

Deputy Hensley had prior knowledge that Mr. Haycraft's TN Drivers License was revoked, upon conducting a traffic stop, at which time he learned that Mr. Haycraft was a Habitual Traffic Offender, and a Registered Sex Offender.
