Londell Jones of Rankin was 16 when he shot and killed Delasia Dutrieuille, also 16, after a robbery in Hawkins Village in Rankin, assistant district attorney Evan Lowry told Court of Common Pleas Judge Jeffery A. Manning.

Pittsburgh officials had been unhappy with the bill because they said it would not afford them the opportunity to increase its local services tax, as other Act 47 communities would be permitted to do.
