    State police say a Quakertown man was sitting in his car on the shoulder of a ramp from I-78 to Route 309 in Upper Saucon Sunday morning with more than a half pound of marijuana in the back seat. Rolando Roberto Alphonso Black, 30, of Hyacinth Court, is charged with a series of drug offenses following the traffic stop about 1:27 a.m. He is in Lehigh County prison on $250,000 bail.
