    The parent company of Canton-Potsdam Hospital and Gouverneur Hospital is moving forward with plans to build a new $20 million physicians' office complex on a 270-acre parcel of farmland on Route 11. David B. Acker, chief executive officer of St. Lawrence Health System, gave a brief update on the project Thursday night to members of the St. Lawrence County Planning Board. An access road to the site has been constructed and the plan is to break ground on the building project this spring, Mr. Acker said.

    Temperatures in both Massena and Potsdam fell well below zero early Thursday morning and windchill factors were in the 30 below range, but no records were broken. National Weather Service meteorologist Eric Evenson said Massena hit 19 below zero at 6:53 a.m. yesterday, while Potsdam wasn't far behind at 18 below, recorded at 1:03 a.m. Most schools in St. Lawrence County had two-hour delays - allowing temperatures to rise to near 0, while Potsdam, Colton-Pierrepont and Canton opened after a one-hour delay.
