    An Israeli citizen was charged Friday with having entered the United States illegally after being found by U.S. Border Patrol agents walking on Route 37. Refael Mizrahi, age not available, was charged with entering the United States from Canada at a time or place other than designated by immigration officials, according to a criminal complaint filed Monday in U.S. District Court, Plattsburgh. According to the complaint, agents received information earlier in the day that someone had crossed the St. Lawrence River undetected in a kayak and entered the United States illegally.
