    Oroville >> A Chico man whose passenger died when he crashed while driving the wrong way on the Skyway was charged Thursday with vehicular manslaughter. Appearing in a wheelchair in Butte County Superior Court, defendant Richard Wayne Wilson, 64, listened as Judge Stephen Benson informed him of the charges stemming from the Jan. 12 incident in the eastbound lanes of the Skyway just below Paradise town limits.
