Council Bluffs Police say the driver of the semi, Chad Followell of Garrett, Indiana, had broken down and was legally parked on the shoulder of the interstate with his warning reflectors out as required.

The legislation committee spent several months investigating problems with the state prison system, and the committee's report noted that Weilage failed to tell Johnson County attorneys of a prison psychiatrist's opinion that Nikko Jenkins was mentally ill and dangerous.
