    Bowing to the wishes of its downtown business owners, the Ocean Springs Board of Aldermen Tuesday night voted to reopen streets in the downtown area after the city's Halloween event Oct. 31. Initially, city and chamber of commerce officials wanted to keep the streets closed after the annual Trick-or-Treat Down the Street event, which runs from 6 p.m. to 8 p.m., in advance of the Peter Anderson Festival, which begins the next morning and for which vendors begin setting up at 3 a.m. Saturday morning.
