Clark testified last week at a public hearing held by the New York state Department of Transportation on a plan to realign the railroad crossing operated by CSX Transportation on the Brouse Road in Norfolk. In order to accommodate additional rail traffic and accommodate an extended rail siding, CSX is planning to realign the tracks in the vicinity of the Brouse Road crossing, which will require the crossing to be moved approximately 15 feet to the east of its current location.

The investigation revealed Allen, while in a 2002 Chevrolet Cavalier, approached three people walking on a sidewalk on West Main Street in Norfolk and demanded money from one of the individuals.
