Dowling on Thursday issued the tentative ruling in advance of a 1:30 p.m. hearing Friday on the complaint, filed by plaintiffs Juliet Erickson and Peter Lockyer.

    Attorneys for Nevada County and for a Penn Valley couple will square off next week in an increasingly hostile lawsuit over a building permit for construction on a ridge near a Verizon cell tower erected on Nevada Irrigation District property along Pleasant Valley Road . The lawsuit, involving plaintiffs Juliet Erickson and Peter Lockyer versus defendant Nevada County, now includes allegations that county staff lied in insisting that the cell tower site had previously been designated a so-called "visually important ridgeline" prior to March 2011, when the Lockyers filed their building permit application.
