    The Mission City Council on Wednesday gave tacit approval to a measure that would require Tom Valenti, the owner of the Gateway property at Roe Avenue and Johnson Drive, to pay the city $600,000 a year over 20 years to refund the $12 million in storm water work the city paid for to ready the site for development. Valenti has told the council in recent months that he needs to get something built on the property as soon as possible to begin recouping the millions of dollars he's invested in the property.
