    MILLVILLE - Citing concern for the taxpayers, skepticism about the project and a desire to see other aspects of the city addressed first, city commission voted 3-2 against contributing $800,000 to the proposed Cumberland County College Arts and Business Innovation Center project during Tuesday's meeting. Vice Mayor Jim Quinn, a longtime proponent of the project, responded in frustration to the decision - calling the past year the toughest he's had in his almost 20 years on commission and referring to the vote as the saddest thing he's seen.
