    Midlothian has become the third town to pull out of the South Suburban Joint Area Water Agency, another serious blow to what appears to be an increasingly unlikely effort to establish an independent system to deliver Lake Michigan water.     A Robbins man was sentenced this week to 25 years in prison for the murder of a Midlothian man, Cook County Sheriff Thomas J. Dart announced Friday. Harlandez Meals, 29, pleaded guilty on Thursday at the Markham Courthouse to second degree murder in the death of Scott Soderlund, 28. According to the Cook County Sheriff's Police investigation, on the night of July 22, 2010, Soderlund was outside a liquor store in the 3400 block of W. 135th Street in Robbins when he was approached by Meals.
