    An Albany man was arrested Tuesday after allegedly trying to rape a 24-year-old woman in Menands while she was walking on the Albany County bike path, village police said. Jason Fowler , 32, a Level 2 sex offender, was charged with felony sexual abuse and attempted rape; he stalked and attempted to rape the woman, who was able to fight and run away, officers said.
