When challenged by Curt Wood and Racheal Hurlbut on the decision to spend $30,000 on a new website with a firm in Manhattan, Kansas, rather than spend that money or less with a Massena-based or even St. Lawrence County-based firm, Mr. Gray said the decision was a joint decision between the town, the village and the Business Development Corporation for a Greater Massena .
