Tiernan, 50, of 751 County Route 31A, Lisbon, with a felony count of driving while intoxicated, third-degree aggravated unlicensed operation of a motor vehicle and failure to take a breath screening test and ticketed him for failure to signal a turn Wednesday following a traffic stop on Maiden Lane in the village of Waddington. He refused to take a chemical test to determine his blood alcohol count.
