The contracts awards went to Johnson Controls Inc., for approximately $4.9 million, and Hatch Associates Consultants Inc., for $434,600.

The Tuesday proceeding in Lockport revealed 122 charges are now on file against Phallen, ranging from strangulation to kidnapping to torture and aggravated sexual abuse filed by the two victims who have come forward.
