Russell Slouffman Jr., 21, was driving a 2010 Kia Soul north on Las Vegas Boulevard South just after 3 a.m. April 3 when he struck the rear end of a 2004 Isuzu flatbed truck with a rear-flashing directional warning sign to divert traffic into the right lane around a welding crew.
