    Jan. 21 -- LA VERNE -- Responding to some citizens' concerns, the City Council unanimously passed an urgency ordinance Tuesday night establishing a 45-day moratorium on the establishment or expansion of tobacco-related businesses in the city. Community Development Director Hal Fredericksen brought the matter before the council after receiving numerous complaints from local residents and businesses about the proliferation of smoke shops, vapor sales businesses, vapor bars and businesses with more than 20 percent of its sales or floor space for tobacco-related products, including electronic cigarettes, vapor, vape, hookahs and lounges for the use of such products.
