    The U.S. Marshals Service says a 20-year-old man wanted in a fatal shooting in San Diego has been arrested near the University of Wisconsin-Parkside campus. Jarvis Starks was arrested Monday by members of the U.S. Marshals Fugitive Task Force with help from Kenosha and UW-Parkside campus police.
