Zachary Michael Locklear, 18, surrendered to agents with the U.S. Marshals Office Violent Fugitives Task Force on Saturday afternoon at a fast food restaurant in St. Pauls, making him the third person charged in the Jan. 11 shooting deaths, according to the Cumberland County Sheriff's Office Locklear is facing two counts of involuntary manslaughter in the deaths of 32-year old Tanishia Graham and 21-year old Izaak Bridges, both of Fayetteville, who were shot Jan. 11 at an illegal liquor house on Gumberry Road near Hope Mills.
