    New Hampshire residents who live across the Connecticut River from a shooting range in Hartland, Vermont, say proposed rule changes aren't enough to mitigate the sound of gunfire, but some shooters say the proposals go too far. The Valley News reports that Vermont Fish and Wildlife officials on Wednesday presented the proposed rules, which include limiting the hours the Hammond Cove Shooting Range could operate, prohibiting shooters from firing more than six rounds per magazine and requiring users to have a Vermont fishing or hunting license.
